Andrii Sybiha 🇺🇦 @andrii_sybiha Just now, in The Hague, together with 34 states and the European Union, upon the directions of President @ZelenskyyUa I had an honour to sign the @coe Convention Establishing an International Claims Commission for Ukraine. 35 is the record number of states. This historic step brings justice closer to the victims of Russia’s aggression and reinforces accountability as a shared international responsibility. Russia’s war of aggression has caused massive damage, loss, and human suffering. The Commission builds on the already functioning Register of Damage @RD4U_claims and moves the process from documenting the damage to examining claims on the merits and determining concrete amounts of compensation for those affected. The Commission is the third fundamental pillar of accountability infrastructure, along with the Special Tribunal for the Crime of Aggression Against Ukraine and the Register of Damage. The principle is clear: the aggressor must pay. And the real peace for Ukraine must include accountability for Russian crimes. I am grateful to all partner states, the European Union @EUCssrMcGrath @kajakallas , and Secretary General @alain_berset for making this step possible. I also thank the Netherlands and especially @MinPres and @ministerBZ for their steadfast support and for hosting the International Claims Commission, and President Zelenskyy for his leadership in advancing justice for Ukraine and our people. I am also grateful to Ukraine’s great Legal Team, including @IrynaRMudra and @APUkraine , @MFA_Ukraine team, State Secretary Oleksandr Karasevych, Anton Korynevych, and Mykola Yurlov.

Today in The Hague, we take a major step toward accountability by establishing a commission to address claims for Russian war damages. Over 80,000 submissions have already been registered. The EU will support its work, including with an initial €1 million contribution.

It is also about making Russia finally learn to live by the rule of law. And it will only work if there is true accountability – if the punishment for the aggressor becomes inevitable. Right now, European leaders have the decision on the table regarding frozen Russian assets. Most of these assets are located in Europe. These Russian assets can and must be fully used to defend against Russia’s own aggression. The aggressor must pay. This is also about restoring justice – and in a way that Russia will truly feel. Putin does not believe in people. He believes only in power and in money. Russians don’t count their dead. But they do count every dollar and every euro they lose. That is why a strong decision on Russian money is needed. These funds must work to defend against Russia. I urge you to support this. I said this during a speech in the Dutch parliament.
Kaja Kallas: what we have to keep in mind is why countries want to be in NATO is because they don't want Russia to invade them. That's why Sweden and and Finland joined NATO, that's why the Baltic States joined NATO, to have this defense umbrella. if this is out of the question, then we need to see what are the security guarantees that are tangible. They can't be papers or promises, they have to be real troops, real capabilities, so that Ukraine is able to defend itself. We have to understand that Donbas is not Putin's end game.

Maybe it's the eternal darkness of days that last barely a few hours, paired with electricity shortages. It's strange what constant darkness does to us. Maybe it's the anxiety of surviving another cold season under the attack of monsters who try to freeze us if they can't outright kill us. Maybe it's the sense of isolation. Of detachment from the rest of you. As the world celebrates and enjoys, we are here, hanging by a thread for years, alive but not living. We are like a lit candle exposed to the wind-the flame is yet alive, but for how long? Maybe it's because another year has passed of not achieving, but of enduring, burying, grieving, missing. Maybe it's the howling darkness ahead. Maybe it's fear. People say they want this and that for Christmas. All I want is to survive it.
