Fitch Ratings Service on Thursday downgraded Lloyds Banking Group PLC and Royal Bank of Scotland Group PLC to A from AA minus.
Fitch has also put Barclay PLC's on rating watch negative.
The move comes as Fitch lowered its Support Ratings Floors -- its potential for extraordinary sovereign support -- for "systemically important" U.K. banks to A from AA minus and A plus.
Fitch said the SRF indicates that the "potential for the provision of extraordinary support for senior bank creditors is relatively less certain than before."
