The Treasury Department sold $32 billion in 3-year notes on Monday at a yield of 0.352%.
Bidders offered to buy 3.62 times the amount of debt offered, the highest since at least 2007 and above the average of 3.29 times at the last four monthly auctions.
Indirect bidders, a group that includes global central banks, bought 39.1%, versus an average of 40%. Direct bidders, a class that includes domestic money managers, purchased another 7%, compared to 12.4% on average.
After the auction, the broader bond market held onto gains.
Yields on 10-year notes , which move inversely to prices, fell 6 basis points to 2.01%.
