NEW YORK (MarketWatch) -- Fitch Ratings cut the Commonwealth of Puerto Rico's municipal bond debt to a junk rating on Tuesday, the third and final major agency to take such action in the last week. Fitch cut the island's general obligation bonds, which are backed the commonwealth's taxing power, to BB from BBB-, citing reduced financial flexibility. Fitch also cut the ratings of three other types of Puerto Rico debt. Analysts said: "Recent downgrades have triggered new liquidity requirements and lowered expectations for the market available for the commonwealth's debt going forward." The rating action could challenge Puerto Rico as it prepares to access the bond market to refinance debt in the first sale since August. The island announced Tuesday that it had chosen Barclays, RBC Capital Markets and Morgan Stanley to manage the deal.
